I may be allowed to observe that I have had probably greater practical experience of this subject than any living, for, during a Colonial Service of 35 years, I have had opportunities of studying the relations between the Civil and Military Authorities in six dependencies of the Empire, the Ionian Islands, Queensland, New Zealand, Victoria, and Mauritius.
